Installing Money, getting EULA error

I have reinstalled Money after losing a hard drive. It
installes with no problem, but when I try to open the
application I get an EULA error, it say that the "End User
License Agreement can't be displayed", and as a result the
porgarm will not run. This continues to be true even after
several re-installs. Help!
