What bank?

This probably won't help much, but since you are a new Money user, I fell
compelled to tell you that a) there is nothing about downloading from your
bank that is essential to setting up Money, and b) downloading transaction
data before you understand how to use Money and how transactions are
supposed to work and so on frequently causes more problems than it solves.
This is because there are many, many, problems both at the levels you are
experiencing and at more fundamental levels with the data you
download--since none of the banking infrastructure was designed with these
interfaces in mind--that cause issues with Money that take time and
knowledge to solve. Think of downloading data as a Money newbie like trying
to pilot a 777 on your first lesson. Best to start with a Cessna 152 and get
the basics mastered.

I write this because you indicate that solving this problem is essential for
you to be able to start using Money and I think just the opposite is more
likely true.
