M02 seems to have these problems of getting out of sync on MoneyExpress
state. Money Tools|Options will show it should be running or not and until
you change it, quit, and restart and change it again, it will not be doing
what you want. I don't recall any reports of this on M03 or M04. I also
recall the same problem once on MoneySide--I thought I'd already killed it
and here it is again.

Clear the Tools|Options setting for Money Express, quit Money, start Money
again and reset it. As to MoneySide, keep turning it off. These may be the
same underlying issues of problems with registry persistence.
