Saw this error trying to setup online services also. Was getting the popup
to enter personal information for offerings which I exited from. After
getting
the crash several times I entered my personal information in the popup
and the crashes stopped.

DLL being present on the machine with different version numbers. You'll need
to delete most of them (or better still, rename them) leaving the most up to
date one in windows\system32
