Default Money 2004 Budget Problem

Money 2004

In my budget, I have utilities:Electricity, utilities:water, utilities:fuel
oil

Each sub-category has associated bills and accounts [in case of late
payment, errors, etc] so the full bill amount is credited to the account and
this registers as a cost in the budget. I have no problems with
Electricity or Fuel Oil but for the life of me, I cannot get the soddin
budget to show that I have incurred an Actual Water Cost even though the
Budget Amount shows - thereby showing a difference, which does not really
exist.

I have backed-up and saved file and done quick and standard recovery with no
help at all.

A further point I have noticed is that in the Electricity or Fuel accounts,
if I right click a transaction, one choice is to 'exclude payment from
budget'. This option does not exist in the Water account !!!!

Any ideas ???????
