Default Stupid .surfplace pop up error

Hello, I am using Ms Money 2007, before I was running on Vista but now I
recently installed a version of Win XP SP3. On Vista I had no problem with
the .surfplace popup problem as described here:
When you start Microsoft Money, you are prompted to save or to open the
"MNYxx.surfplace" file.

Of course I tried this but without any luck.
The problem is that I when I get this pop-up I dont see any "Always ask
before opening this type of file check box".

I also tried to manually change the "Always ask before opening...checkbox"
using the Folder setup in the Control Panel. Also without any luck.
I also tried using different versions of Internet Explorer.

So anyone have any other suggestions regarding this rather irritating
problem? Feels like I hav e tried everything. Of course I also tried to
reinstall Money
