YES, THAT IS THE EXACT PROGRAM I WAS USING (NOT ANYMORE). I WAS ACTUALLY
BLOCKING SOME OF THE FILES, I GUESS. ANYWAY, THANKS FOR YOUR EXPLANATION,

I would suspect that you actually have some "security" program running that
is blocking it. (for example Spysweeper)
That may have stopped Money from either installing it or possibly accessing
it.
