Default Planned budget too small

I'm trying to reduce my spending moving forward in certain categories and
have entered a goal number, which is significantly lower than previous
spending history. Money will not allow this lower number, telling me "The
amount you have entered is too small...March's expenses exceed this number."

How do I work around this? I am using Money Plus Deluxe (trial version), the
Savings and Spending budget and have Windows XP.
