The route I posted previously worked for me. I don't use online
downloads but if I decide to I'll take Cal's advice (thanks Cal!)

For downloads you may be helped by
Tools-> Settings-> OnlineServiceSettings-> ShowStandardizedPayeeNames
It will cause you to match an existing payee that differ only by a
numbers or punctuation. Click MoreDetails to the right of the
setting for more information.

Thanks for pointing me in the right direction regarding existence of
"Confirm new payees", Dick.

I didn't have Tools|Options|Editing|Confirm new payees.
But I did find it under Tools|Settings|Account settings (global)|Confirm
new payees.
