I'm not sure I fully understand what you want to do, but I do know this:
Budget and Transfer (between accounts in the budget) don't mix. Budget
tracks income vs. expenses. The transfer is neither. It's cash flow, But
it's not income nor expense so is not amenable to budgeting.

Default M2004: Using Multiple Categories

I am setting up a budget and one of the transactions, I want to set up a
category to transfer to another account when I pay the payor and also on
the same payor, I want to set up a another category to transfer to the
budget with the same amount.

Example: XYZ Credit Card $100.00
In checking I use Transfer to XYZ Credit Card
2nd Category I want to use Credit Cards category and use the $100.00

Is this possible without changing the amount??
