I don't know W2K, but maybe you could work around that by making a
shortcut to Money set to run the program as administrator.

Do you have Roboform installed in your machine? It is a website password
fill-in program. It causes the same symptoms on my pc.
The workaround is the same - either close Roboform or run money "as admin"

Short of a lot of troubleshooting to figure out what the offending
permission is, on W2K, I'm betting that running as Administrator is easier
than the alternatives.

Using Vista?

Be sure that your Money and backup files are moved to a spot that
you will have full privileges to, such as within the user's
Documents folder. If they are in ProgramFiles, Vista will create
an impermanent copy of the file for the user to use, unless the
user explicitly right-clicks at launch and choose
RunAsAdministrator that time.
