(I'm assuming you are using Advanced Budget.)

The budget only gets reset to look like actuals if you create a new auto
budget. This is probably a Good Thing since you wouldn't your bad variances
to ratchet up the budget automagically.

Default Budgeting in M$2006

I am using M$ 2006 Deluxe and I want to know if the actual amount that I
pay for bills in 2008, will they transfer over in 2009 in the budget
category or will I have do that manually.
