I cannot assign state & local tax payments to the previous year. I can
assign Federal tax payments to the previous year.

When entering a federal tax payment I get a box that asks me what year the
tax payment should be assigned to. I can also right click on the payment in
the account and I get an option to assign to a specific tax year.

None of these options are available when the subcategory Sate and Local
taxes is selected. This seems very odd. Any help is appreciated.
