I did not post the original question. Yes you can (and I do) avoid the fees
with a minimum balance or having your mortgage with BoA.

Can you not avoid online banking fees by some means? E.g., minimum
balances or direct paycheck deposit? I do that at Wachovia and the
minimum balance requirements are fairly modest.

What I have seen is that your checking account will not show the bill until
the payment date. As you point out the Bill Pay feature of a direct
connection will bring it down sooner that what you will see on the web site
except in the bill pay section and that can not be manually downloaded.

Default Bank of America Bill Pay

I've been using Money to track my spending and create a budget.
Does anyone know how I can manually download my the future bill pay
information from the web?

I want to do it manually because I would hate to have to pay BoA $10 a
month just to get a direct download over a socket (which does include
the future bill pay info).
