Money is heavily localized to cope with different tax laws in different
countries. When upgrading you must stay within country/region. So UK > UK is
OK as is US > US but UK > US is a no-no!

The error message you are seeing is telling you that you are trying to
upgrade between regions. You can do it by export your accounts to QIF format
files in the old version and importing all accounts together in the new
version, but it can be a very tedious job and you lose data especially stock
quotes.
