To show negative expenses in a report, when you customize, make
sure the Details tab chooses AllTypes, rather than Payments.

Default Spending By Category: Negative Expense

So I with drew $40 (Payee: Cash, Category:AutoMaint) and then I
deposited $30 (done as a negative withdrawal, once again, Payee: Cash,
Category:AutoMaint) and in my Spending by Category report only see's
the withdraw of $40.

I guess this is because it see's the negative expense for what it
really is, a deposit. Any way to work around this in this report and
show $10 as the net result?
