The BoA charge is an internal bank charge. Period.

Very similar to other banks. Several ways exist for the charge to be dropped
by having special accounts with high enough balances. But the lost interest
on such more than makes up for the $10 month charge. It is a BoA (or other
bank service) that they feel is justified in making a cost center.

Clearly your local banker needs some training as the service can/could be
justified for its added capabilities. (Note: I am not saying I agree with
the justification of BoA or any other bank on this practice).

Obviously, you can avoid the charge by downloading from the web site
yourself. Now that the Web site remembers the settings from one session to
the next it is very fast and possibly as quick as the automatic download.
Although I do the automatic download along with several other automatic
downloads, I simultaneously manually download from 2 FI's that only support
downloads via screen scrape (which I will not use). I usually have both of
those downloads completed before the automatic one completes.

I would be very surprised if the statement was true. While I can't
be absolutely sure, it would be something I never heard of.

I wonder if he believes his own story.

Default Bank charges from BoA

Bank of America told me that they will charge me $10/month to have Money
2007 connect and automatically download my transactions. When I asked why,
the guy told me that Bank of America is charged by Microsoft $10 per user
per month to enable the communication. Is this true?
