The transaction correctly gets downloaded into DirectTV. The payee becomes a
link with the info I entered online. No category gets assigned to the
transaction, though. Is there a way to "reassign" a default category to that
Payee?

BTW, other non bill-pay transactions assign the category correctly. I'm
wondering if I have to pay the bill via money, and not the bank web site for
this to work.

In general downloaded transactions are assigned the category associated with
the payee. What do you see in the payee record for this payment?
