As far as I know, there's no way to remove it from the "budgeted"
column once you've got it screwed up like this. I've seen this
problem since M00. It's very annoying.

If I incur this bug and I really need to see the correct numbers,
I export the annual budget report into excel. At that point, I
can adjust the budget numbers to be correct and see the real numbers.

After having had to do that for a year, I've leared to be very
careful whenever I need to delete a bill. My recommendation would
be to practice avoidance.

I don't remember exactly the way that I handle this, but it's
definately happened to me, too. What I would do, if I were you,
would be to experiment on a new file. Here's the things I'd do:

1) Create a checking account (make sure it's in budget)

2) Create a bill for $100 for some category (say electricity)

3) Create a (super simple) budget. The only thing in it should be the bill
for $100

4) Now the experiment - look at the monthly budget report. You should see
a budgeted amount for $100 electricity.

a) Delete the bill and go back to the monthly budget.
Is the budgeted amount still there?

b) Go back and start over. This time through, pay the
bill before you delete it. Then look at the budget
report. Is the budgeted amount still there?

c) Go back and start over. This time through, pay the bill
for this month. Then change the date on your computer
to next month. Look in the monthly budget report.
The budgeted amount should still be there. Now go to
the bill, edit the series and change the bill amount
to 0 and the number of payments to 1. Go back to the
budget report. Has the budgeted amount changed to zero?

My vague recollection is that the answers to all these questions
is "yes". Such that the only way to actually get rid of the bill
w/out it incorrectly impacting your budget is to exercise what's
done in 4c.

But really, you should verify this on a test file before you do it
on your real file.
