A couple of things to confirm:
1. Have you rebooted your computer?
2. Have you tried starting Money via an Admin user account?
3. Did the update to Money 2007 finish? Did you need to clear the
virtualized files as mentioned by the KB article?
4. Check Firewall, AntiVirus, other security softwar, and/or IE 7's setting
for interference (e.g. Money's being blocked)

I would imagine that you are using too early a version of Vista - RC1 was an
awfully long time ago. It was followed by RC2 and then RTM.

MS have said that a patch to M2007 is needed and will be released before the
Consumer version of Vista hits the streets (late Jan?).
