The way I've gotten around this in the past was to allocate "a
different amount" each month instead of using the single I want to
spend the same amount each month/year, etc. way. Manually you can
reallocate from any month you want. If you're doing this with lots of
categories it can be cumbersome.

I think once you finish the wizard you can edit the budget and modify
the amounts per category.
