In my experience, this made installation of ActiveX applets problematic in Windows XP, and impossible in 98/ME/2000. This even affected MS ActiveX applets such as Windows Update and Office Update. Unfortunately I don't remember the Q/KB number (I'm pretty sure it was a Q on Windows 98, KB on other platforms) for this particular update off the top of my head, but I do remember that removal of said update allowed me to properly install ActiveX applets on Windows 98/ME/2000.
