Who here can say for sure?

Possibilities:

1) There aren't enough of you for it to matter to them?
2) They know you don't have lots of choices because of the lack of
portability of your data?
3) They don't think you paid enough for it in the first place?
4) They are not making any money on the product as is?
5) They don't think offering one will change their net in a positive
direction?
6) They think far too many of you will actually take them up on the rebate?
7) They think the loss to people who will only buy it with the rebate and
take advantage of the rebate will exceed the gain from people who will only
buy it with the rebate but won't actually take advantage of the rebate.

Why didn't Microsoft ever offer any discount/rebate for current licensed
users of 2005 Money Small Business?

I can tell you that I will not pay 90 USD plus tax and shipping for it.

I had a lot of problems with 2005 (months worth of data lost permanently)
