I was having the same problem. It ended up being an interference from my
antivirus software. I reinstalled with antivirus turned off and all was
well (not the safest bet, but it worked).

Same thing happened to me. I turned off the firewall, closed Money,
re-opened Money left for a couple of hours came back it said it was done,
restart Money. I was certain that it was doing nothing until I turned the
firewall off. Originally I just had Money as an exception to the firewall
but the download progress stayed stuck on 1%. I have cable internet. Once I
turned the firewall off and restarted Money I was good to go.

ive just puchased and downloaded money 2006 from microsoft everything seems
to be ok except reports and budgets. it shows upgrade in progress in both but
downloads appears to be stuck on 1%.
