Ok, thanks for the answer. The funny part is - there is not even a word
about any localized versions at the Money official homepage! Any idea where
can I get it?

I don't think that's what he means to be saying.

All versions of Money are localized. The tax models are fixed for the locale
targeted. The International locale version might have customizable tax
models--but I doubt it. There is also no International M06. The US version's
tax models (M** versions) are not modifiable to, say, some other country's
tax schemes.

Normally MS produce non-US versions such as UK, French & International.
However they have not done so for 2006. See
http://money.mvps.org/faq/article/220.aspx .

One can only speculate that not enough people are buying non-US versions to
make it cost effective to localise.

Is there any way to configure tax policy that Money 2006 uses to something
else then US tax system? Or this product is US-only by design and this is
not going to be changed?

If the anwer to the second question is "yes", then can you recommend some
other, more flexible product, with generally the same features?
