It does the same thing in retirement account as well as brokerage account.
Should I toggle the FIFO option? is it a bug, I am running Money 2004 OEM
Standard ver. 12.0

Not a retirement account I assume. The investment is not set up as a
Money Market I assume.

It should ask. Perhaps if you toggled the setting a couple of times,
Money would catch on.

Default Stock Sale

How do I setup stock sale to ask for a particular lot. At my brokerage if a
sell a particular lot I cannot enter it into money. I tried setting it up in
Tool, Options, Investments, Investments Options uncheck FIFO, but still it
did not ask me for a particular lot.

Please help.
