Default debt reduction planner

I have a question more out of curiousity than anything. With Money debt
reduction planner it tells me to pay off a credit card with only 2% interest
rate before one with a 14% interest rate both with the same balance. Both
have the same minimum payment . Any answers why it woud do that? Common sense
says to pay off the one with the higher rate
