I don't recall any version that allowed us to specify an effective date.
Before M02, we could change just the next occurrence. M02+ allows us to
specify a change to individual future items (within the next 12) of the
series. You can "change it now" and then correct the immediate future items
back to what they are before the future change.

deposit/bill with the new info and change the old one to an end date. Now I
