What I did not state explicitly, and is implied by Dick's FAQ: creating a
liability account (account payable, in accounting terminology) records the
entire expense at the time the bill is recorded, not when it is finally
paid.

If you think of expenses as being incurred when you pay them, creating a
liability account runs counter to that process. However, that's also how
credit card payments work in Money. Expenses are incurred at the time of a
purchase; payment toward the credit card balance is not an expense.

Only if you create a liability account, record the bill as a liability, then
pay all or part. The balance of the liability account is the balance of the
bill.
