I'm using Money 2006 Deluxe on Win98se and Windows Me with no problems.
With that said, I have never taken an upgrade path, because I just started
using Money 2006 over a month ago and never used Money before that. Since
I have no knowledge what so ever with Money 99. You could try exporting
your data to a file if that's possible. Then using a trial version of money
to import your file and see what happens. This way you don't have to go out
and buy XP for no reason what so ever.

Money 2006 cannot convert a Money 98 or 99 file if you are running Money on
a Windows 9x OS.

It has to due with a potential security hole in the msjet35.dll (So Money
2006 no longer ships with that DLL)

Options are:

1. Upgrade Windows to XP

2. Step upgrade to Money 2000 - 2005 and then Money 2006

or

3. Do the conversion on a different (XP) machine, and move the converted
file
