I am not sure how to work with PAC file. Even i guess money will take IE
connection settings, but its not taking instead its giving

It does. The proxy setup that I have uses a PAC (Proxy Auto
Config) file. The PAC file will direct connections through my
proxy when at home, and directly to the internet when elsewhere.
Money is happy and can download internet data in both cases.

IOW, Money will use whatever is setup in:

Control Panel-> Internet Options-> Connections-> Lan Settings

I haven't tried this in a long time, but Money is supposed to use Internet
Explorer's proxy settings.
