i conntacted MS web CHAT support. There instructions were
1.0 Uninstall Money 2006
2.0 Delete all Money files
3.0 Delete applicable Registry files.
4.0 Install Trial version
5.0 Open and close Money 2006.
6.0 Wait 20 minutes then open Money 2006 The version payed for should be
installed.
Contact MS billing to have any duplicate charges removed from your Passport
account and from your credit card account.

I have the same problem with a paid version of Money Deluxe. After it
downloaded the "additional files" and restarting, it has reverted my paid
version to a Trial Version. Has anyone figured out how to resolve this
issue? I have already uninstalled and reinstalled a half dozen times.

I payed for Money 2006 Premium. Why did I not recieve it?
