Cam -- I also just switched from 04 to 06 and have the same problem. After
about an hour on the phone with Microsoft I was told by representative Brian
that this is a bug in the program that currently has no fix. I find it hard
to believe that they would release software like this that you could NOT use
to pay bills within the program online! What I don't know is if it is
specific to MSN Bill Pay or all online bill pay providers. Have you had any
more answers here?
