You could use the mt2ofx program which is available as a free download,
google for it. It lets you convert qif, ofx or various text formats
into qif output which contains the categories.

If you're really interested in diagnosing, it would be worthwhile to create
a new file and add some of your online accounts to it to see if they're
handled differently.

90 percent of the time there is no suggestion, despite obvious clues in the
name of the merchant listed for the debit card transaction.

For a number of transactions, Money should already do this. Is Money not
recommending any categories at all?
