A direct quote from Money Support
Money 2006 actually has the same system requirements as Money 2005 (i.e. it
can run in Win 98 SE)

However the Marketing blurb is different!

No, we do not expect Money 2006 to run on a Windows 98 PC, even though Money
2005 will because of security issues in a DLL that would be required to
offer that support.

Do I understand Bob Peel correctly that Money 2006 should run just fine on
my computer that currently is running Money 2005, Windows 98SE, IE6? Is
this information from actual experience or just a guess?

Sorry no. You have 3 options:-
1. Upgrade Windows to XP.

2. Upgrade to Money 2000 - 2005 (one of not all!) and then to Money 2006

3. Do the conversion on a different XP machine and then copy the file
back to the W98 PC.

I have Microsoft Money 99 Standard Edition, version 7.0, and Win98 *first
edition*.

I want to change to Money 2005, Personal Edition, but the box specifies
Second Edition only.

Will trick #2 work for me?

#3 - Don't follow this: could you give more detail. I have a laptop with XP.

I don't use Windows 98, but am curious. Are you saying that you can run
Money 2006 on a Windows 98 machine, but have to convert your old data file
to the new format on a different machine first? Why?

There is a potential security hole in the msjet35.dll (So Money 2006 no
longer ships with that dll)
