In order: No. Nobody here who knew could or would be likely to say, but it
seems unlikely they are considering it.

It's been asked for so many time that it seems likely they would have done
it by now if they ever were going to.

Instead they just keep dumbing Money down because that's what Most Users
Prefer(tm).

Even Outlook, which has a pretty good recurrence calendar model, doesn't
adjust recurrence to back off a holiday.

I do NOT want to keep modifying a bill series to pick the proper day each
month. I would expect Money should be able to identify the Stat holidays and
weekends, and adjust for this in patterning a payment due date.
