Your best bet is probably opening a support case directly with Microsoft.

But whatever. Another way around this is to rename/move your real data file.
Then when you start Money it won't find the file and will offer to let you
find one to open or create a new one. You can go ahead and create a new one.
The whole point of this exercise is to find out if your crashing problem is
because of a problem with your data file or a problem with your Money
application/installation.

then I paid the money to upgrade. I'm uninstalled and reinstalled several
