After Tools-> Settings-> AccountSettings(global)-> ConfirmNewPayees,
use the scroll bar on the right to look near the bottom of the page.

This seems to imply that there is a setting -- NOT in my version of Money
2005. The proliferation of payees is really irritating! Can anyone help?
