Default Money End User Agreement

I have tried several chat boards but to no advail Can
some one here PLEASE help me. I am suddenly getting a
message "cannot display end user agreement which must be
displayed ect. reinstall the application" But upon
reinstalling and even removing money the end user
agreement doesn't pop up. why??
