I have been having the same issues... what I finally did was use the "Add a
new account" option in the account list. This prompted me for the same info
as using the "Setup Online Services" option, however, it actually worked.
After I created the new account then I was able to use the "Merge duplicate
accounts" option on the account list to bring the new and the current
account together as one.

May not work for you, but thought I would give it a try.
