I don't think it will change all the transactions in a single download if
you manually revise only a single transaction. It should remember the
association between the payee and category on subsequent downloads.

Do you have 'Use AutoComplete' checked in account settings? Depending on
which version you're using, it may be located in a different place but,
basically, it's a program setup option.
