Make that
Tools-> Settings-> ProgramSettings-> StartMoneyWithThisPageOpen:AccountList

Although this is probably not getting you what you are looking for... What I
did was just make all my accounts my favorite and then added the Favorite
accounts module to the homepage, but I am assuming you want to see all the
info the Account list offers when you open Money.

Go to Tools > Settings > Program Settings > Display > Start Money with this
page open > Account List.
