won't boot into safe mode. The system is booting up smoothly in regular mode

This sounds strange as my understanding is that boot up problem normally due
to conflict of drivers, software and/or hardware. So if a machine is able to
have normal boot then it shouldn't has problem in safe mode booting as the
system just loads minimal drivers instead. How come my system is able to
boot into windows normally with all drivers loaded but not able to boot into
safe mode with minimal drivers loaded?

I couldn't tell how long this has been but I remember perhaps 3-4 months ago
I was able to use the safe mode booting. So I don't know if SP-2 could have
caused the problem or some software which I installed recently could have
caused it. I had tried Windows repair install but it didn't resolve the
problem. Uninstall those recently installed software couldn't get the safe
mode booting to come back either. I don't have any hardware changes
recently. Virus and spy ware checking didn't come up anything either. I
don't need safe mode for the system right now as it is working perfectly but
you never know.

Besides reformat and reinstall windows, could someone point a direction to
fix this.
