Default Possible to run Money without Admin Rights?

I work in a business environment where the users are powerusers on Windows
2000. We loaded Money 2001 on a users computer, but from the readme file it
appears it can only be run as administrator. Do all later versions of Money
ie: Money 2004 or 2005 require that users be admins to run Money? It would
really help if Money could be run as a power user.
