How will you know when the market is starting to recover?

The only reliable way to know when it's recovered is to
wait until after the recovery has already taken place -
by which time you'll have missed out on the recovery.

You mean you want to sell low and buy high? That is not the path to riches.
Assuming this is long term money (5 years or more), close your eyes and ignore
the market's gyrations.

Instead of totally moving to cash, you may want to consider
diversifying your holdings. Seems you are 100% in stocks. Look at
the diversification tools offered from your fund company.

Let me see if I understand you. Now that your funds have lost a little
money, you want to secure those losses by transferring into a money market
account. Then you'll wait until the market climbs back up again and buy back
in when the price of the funds is higher than today. Have I got that right?
You want to sell when things are on sale and then buy them back when they
are regular price again. Is that how you do it at the supermarket or the
department store?

Seems to me you have a buying opportunity rather than a selling opportunity.
I don't know how long before you'll be wanting to use your retirement funds,
but trading now because the market is volatile is a poor reason for moving
things around. Just ride it out is my advice.

Are you reacting to a steep decline in your fund in the last
several months?

Try to resist this. The other funds you listed also declined
mightily. One very strong reason to stay with stocks,
assuming you have 10+ years to retirement, is because now
the dividends from your funds will be reinvested at bargain
prices. In other words, I would not switch to a money market
fund, unless you just can't stand seeing oscillations of
your IRA's principle in the short term. Perhaps some reading
on "what good are stocks" is in order?

If your time horizon is long, I would favor the Vanguard
Total Stock Index fund over the Dodge & Cox balanced fund.
About a third of the Dodge fund is fixed income securities,
62% or so of which are high rated (= low risk). Those can
help with volatility of principle, but for the very long
run, historically stocks have done better.
