Andrew and I have gone through an exchange of postings on this topic
(because Vanguard prospectuses say they have a right to liquidate below $3K,
but on their website say they'll liquidate at $500). I emailed Vanguard,
and the response I got was essentially that they'll let you go (for now)
down to $500.

Call them and ask--but I think the answer is no.

I remember seeing that they would liquidate a fund if the balance falls
below $500.

Why not call them directly, instead of risking getting the wrong
advice here? They have pretty good customer service and they should be
the best resource for what their rules are.

Default fund minimums

many vanguard index funds have a 3,000 minimum for initial investment.

suppose one has 10,000 and slowly transfers (over time) funds to some other
fund with the result that the balance declines to below 3,000 - does that
cause a problem?

I could not find anything on "minimum required balance" on vanguard funds
