I found a relevant announcement by the Federal Financial Institutions
Examination Council:

FFIEC Releases Guidance on Authentication in Internet Banking
Environment
http://www.ffiec.gov/press/pr101205.htm

(Note: "Guidance" simply is a bureaucratic way of demanding
something.)

and

Authentication in an Internet Banking Environment
http://www.ffiec.gov/pdf/authentication_guidance.pdf

I suspect that you can find more on the topic at www.ffiec.gov.

Default the new secure sign-on process

Is there some law I missed that mandates this new process where you have
to select an image, select some bogus "question/answer" combinations,
and "register" your computer for on-line banking access? (yes, I know
there's an option to not register, and other minor details, but if you
do any significant amount of on-line banking you know what I'm talking
about).

It's hard to believe that all banks in the last year have just
spontaneously decided to utilize the exact same security process....
especially when they already had various security processes in place.

Or to put it another way, can I still buy stock in the company that has
patented this service before everyone else does? ;-)
