Typically, you can change a plan benficiary at any time. I'm not sure
if any or all plans allow you to have multiple beneficiaries at any one
time.

I've held in-state and out-of-state 529s; you may, in some cases,
receive a tax break on in-state 529 plans. This being the case for me,
I moved funds from out-of-state plans to in-state plans. Some states
may require you be a state resident to open a plan, but I'm not sure of
that.
