Default QDRO question

I had a QDRO drafted by my attorney to divide my ESOP. I was led to
believe that once the QDRO was finalized which took about five months,
that my ex-wife would get her agreed upon share.Now that the paperwork
is finished, my plan administrator will not release her share. I
thought the reason for the QDRO was to speed up the distribution
process so that she wouldn't have to wait until i retired to get her
share. Or is the QDRO just a legal avenue to divide the money?
