Only to your spouse (upon divorce or death). If a beneficiary is anyone
else, it needs to remain in the name of the deceased. It is taxed as
allowed periodic payments are made. If it is transferred to a different
name (other than spouse), it cannot be rolled over, but would become
immediately taxable. It is all explained on http://www.irs.gov/

Yes. You can transfer your IRA to another person upon your death. Most
people seem to regard it negatively, but I will leave it to you to
figure out the consequences of your death. :-)
